Well, personally, I don't think any nations should have a right to nuclear weapons. Of course, that would be a fantasy world. With this being the case, the only nations that should have them are nations that are capable of actually maintaining peace with every other nation. This, too, would be a fantasy world. Overall, I think every nation should destroy their nuclear weapons as well as any trace of information regarding how to build nuclear weapons. Once again, this would be a fantasy world.

Nuclear reactors for generating electricity should be available to anyone who wants them to generate power under many assumptions concerning their safe use, that includes not being used in weapons programs as well as not causing a Chernobyl.

Access to nuclear reactors to generate power, yes, but highly controlled.|||As with any technology, nuclear can be used for constructive (power stations)or destructive purposes (bombs). It seems that some nations would like to have nuclear weapons to threaten the world and to attempt to impose their ideology and world view. Thus nuclear technology should probably be in the hands of those who seem to have a responsible attitude to it. As with all technologies, it is difficult to put the genie back in the bottle once it is released.|||It isn't that we have a "right" to it. Once we have the knowledge, it can't simply go away. We have it and we are stuck with it and must use it responsibly. As for some others... their violent behavior towards other countries and their public admissions that they must kill any who do not conform (infidels) shows they can not be trusted with this destructive power. Powerful Nuclear nations do not want non nuclear nations to have nuclear capability. so they will eternally drag their feet on the matter. But countries like Pakistan will sell nuclear technology to groups like Taliban /Alquaida for various political benefits.
